Senator Carmichael moved to amend the House amendment to Committee Substitute for Senate Bill 326 by striking out the title and substituting therefor a new title, to read as follows:

Eng. Senate Bill 326 -- A BILL to repeal  §49-4-901 and §49-4-902 of  the Code of West Virginia, 1931, as amended; and to amend said code by adding thereto a new section, designated §61-8D-10, all relating to repealing the criminal offense of contributing to the delinquency or neglect of a child; creating the criminal offense of contributing to the delinquency of a minor; establishing elements of offense; creating exemptions thereto; setting penalties; authorizing custodians of minors to retain custody of child under certain circumstances; allowing for additional terms and conditions to be imposed upon conviction; and authorizing restitution.
